IMPULS – cooperation, coordination, transparency and sharing – an SDI project in the Western Balkan region

WORKSHOP DESCRIPTION
In the region of Western Balkan the institutions that are in charge of implementation of the spatial data infrastructure are making significant efforts in implementating the INSPIRE Directive. Due to certain similarities and the fact that the establishment of Spatial Data Infrastructure in the region is generally under the responsibility of the National Mapping and Cadastral Agencies, any problems in implementation of the Directive are trying to be solved in a common way, through the implementation of regional projects. Inspired by the excellent results of the first regional project, called INSPIRATION, which was implemented during 2012-2013 the Swedish International Development Cooperation Agency – Sida - has, in June 2014, signed the Agreement with eight institutions in the Western Balkan region regarding implementation of the new four year project named IMPULS. The Swedish mapping, cadastral and land registration authority – Lantmäteriet, is the implementing partner, working in cooperation with the State Geodetic Administration of the Republic of Croatia, being the junior partner. It is expected that the IMPULS project will have significant impact in the implementation of the INSPIRE Directive. This will enable the beneficiaries to meet the EU-requirements, as well as developing interoperability and e-government in each country. The “best practice” developed during the very fruitful Nordic INSIRE cooperation (NOSIN) will be used as a “raw model” and the experiences, ways of working and lessons learned are being transferred to the cooperation within the region.
To achieve the objectives and contribute in the best possible way to the implementation of INSPIRE in the Western Balkans the project will use several tools, such as:
- Seminars – information activities, presentations, discussions => increasing knowledge, preparing for tasks to be implemented, setting a base for next step
- Workshops – performing actual work, learning by doing, hands on work => giving tangible results, e.g. specification, technical framework, draft law, first meta data profile etc.
- On-line trainings, including the use of available material from the LINKVIT project.
The project beneficiaries are:
- Immovable Property Central Registration Office of the Republic of Albania (IPRO)
- National Authority for Geospatial Information in Albania (ASIG)
- Federal Administration for Geodetic and Real Property Affairs of FBiH (FGA)
- Republic Authority for Geodetic and Property Affairs of the Republic of Srpska (GARS)
- Kosovo Cadastral Agency of the Republic of Kosovo
- Agency for the Real Estate Cadastre of the Republic of Macedonia (AREC)
- Real Estate Administration of the Republic of Montenegro (REA)
- Republic Geodetic Authority of the Republic of Serbia (RGZ)
During the workshop, achieved results in the first year of the project will be presented as well as plans for achieving the goals of the project; setting the grounds for technical interoperability and dissemination of spatial data via services as well as sharing the spatial data with other public authorities and other countries. Furthermore, the corner stones for the IMPULS project will be emphasized; cooperation, coordination, transparency and sharing.
WP1 – Project Management and Administration
This work package is mainly for project management and administration, to ensure a successful implementation of the IMPULS project. WP2 – Data Sharing Policy and Regulations
The work will focus on establish data sharing, in compliance with the INSPIRE Directive, among the organisations involved in the project (regional data sharing) since they are already committed and also being responsible for the datasets identified (internal data). The aim is to prepare the regional data sharing agreement, making it re-useable also for the national data sharing. WP3 - Data Harmonisation
To start with the work will focus on harmonisation of datasets residing within the beneficiary organisations only (internal data). The harmonisation will be carried out by the beneficiary organisations themselves with support of Swedish and Croatian experts. As a result, the organisations will gain experience in data harmonisation, which can be used for harmonisation of additional datasets, with limited support from experts, as well as supporting “external” organisations (stakeholders). WP4 - Metadata and Quality Evaluation
The work package is divided in to parts; Metadata and Quality evaluation. The initial work will focus on making a metadata profile available, based on INSPIRE and region needs. A guideline on how to produce metadata according to the metadata profile will facilitate the production. The work with quality evaluation will start later, when the most prioritised activities related to metadata is done. WP5 – Dissemination
WP5 is divided in to four sub packages; Technical framework, Geoportals and CSW, Metadata tool and Spatial services.
The technical framework will describe the common approach and agreed technical solutions regarding the implementation of SDI. Regarding Geoportals and Catalogue Service for Web - CSW, the CSW is essential for making it possible to publish metadata and harvest metadata between geoportals. The geoportal is the user interface for searching and evaluating spatial data and services. Implementation of a metadata tool will be supported to enable the creation, publishing, updating or management of metadata. The setup of spatial services such as View services and Download services will be supported in the project. All of the development will, as far as possible, be according the Inspire Implementation rules and the Technical guidelines. WP6 – Benefits
The benefits of the infrastructure will be shown through a number of use cases, which will act as test beds for work done in the other WP’s. The selected fist use case, “Crisis management and prevention”, is selected based on its relevance both from a national and regional perspective. A selected number of datasets have been identified in support of this use case, and will be used in order to show the benefits of the infrastructure in terms of access to harmonised data. In a second phase, major stakeholders will be engaged and the use case will be extended in order to also include harmonised data from organisations that are not a beneficiary organisation. Further use cases will be decided as the project moves on.
Learning Objectives
The participants will gain increased knowledge about the work implementing INSPRE in the Western Balkan region. Ongoing activities as well as planned activities and objectives will be presented and discussed.
The unique project, having so many participants throughout the region, all cooperating to make progress and striving to fulfil the EU INSPIRE Directive using the experiences from the successful Nordic cooperation, shows the possibilities, expectations and benefits with a regional cooperation in this field. The ways of working and positive cooperation can serve as a leading example and inspiration for all work shop participants. The usefulness of sharing resources, experiences and working close together will be very clear to all participants. The discussions will influence participants, EU-members as well as others, to contact sister organisations, important stakeholders and users to work together in all aspects of INSPIRE implementation, from polices and guidelines, to agreements and business models to technical issues such as geoportal, services and data harmonization. At the same time the presenting organisations will learn a lot from leading the work shop and sharing the experiences in this forum.
