Denis Tabucic
Expert Associate - Geoinformatics Administration for Geodetic and Real Property Affairs Bosnia and Herzegovina
Biography Denis Tabucic is an expert associate in the sector for Geoinformatics in the Administration for Geodetic and Real Property Affairs of the Federation of Bosnia and Herzegovina. Denis Tabucic has studied Geodesy in Sarajevo and earned his Master's degree in 2011 from the University of Sarajevo in Sarajevo, Bosnia and Herzegovina. His specialization are GNSS CORS networks, Cadastre Information Systems, Spatal Data and has the experience of working in several domestic and international projecta that are implemented by the Federal Administration for Geodetic and Real Propery Affairs. Denis Tabučić has the role of the National Coordinator in the Impuls Project for the Federation of Bosnia and Herzegovina, and also the role of Regional responsible person for the activities of WP2- Data sharing policy and regulations.
Abstract WP2 - Data Sharing Policy and Regulations
The overall outcome expected for WP2 - Data sharing policy and regulations of the Impuls project is: 'Countries in the region have a modern and operational framework for spatial data sharing being in line with regional and international demands and implemented at national level'. All beneficiary countries of the Impuls project have introduced into their national legislation measures for transposition of Directive 2007/2/EC establishing an Infrastructure for Spatial Information (INSPIRE) to some extent. Legislation, rules and policies supporting an efficient use of geodata is an important part of an infrastructure. Such legislation must at the same time protect essential interests related to, for example, national security and personal integrity. The legislation should also clarify rights and responsibilities for data custodians. The beneficiaries that lack sufficient legislation will identify need of legislation and will prepare drafts for national laws needed. In the first phase, the work will focus on establish data sharing, in compliance with the INSPIRE Directive, among the organisations involved in the project (regional data sharing) since they are already committed and also being responsible for the datasets identified (internal data). The aim is to prepare the regional data sharing agreement, making it re-useable also for the national data sharing. The work needed to agree and establish data sharing will be carried out by the beneficiary organisations themselves with support from Swedish experts. The WP 2 will address the Issues related to licencing and the usage of data with the aim of developing required data sharing policies and regulations in support of a widespread use of existing data and services.
