Abstract
WP4- Metadata and Quality Evaluation

Users of spatial data and services need to know about quality, content, location, who is provider, as well other aspects of data. Metadata helps users to estimate whether a particular spatial data can meet their specific needs. Respectively, metadata plays key role for establishment of SDI. WP4 - Metadata and quality evaluation of the IMPULS project addresses activities on developing common way of describing spatial data sets and services in the region as well as development of procedures for assessment of quality of data and services. As starting point, overview of current status of metadata harvesting in the region of the Western Balkan is done in order to have a better picture of capacities and needs of the involved National Mapping and Cadastre Agencies. Level of handling with metadata varies between countries regarding current achievements, on-going activities, available metadata and tools for harvesting. Aiming to overcome such situation, initial activities are taken on making the first version of a regional metadata profile for spatial data sets and services based on the INSPIRE implementing rules and ISO standards. Common metadata elements for the regional profile should be discussed and agreed between the beneficiaries. National metadata profiles will use the agreed regional profile as core with possibility to extend with additional elements based on national needs. Guidelines for regional metadata profile is intended to be of general use to support description of geographic information resources compatible with the INSPIRE requirements for metadata. The metadata guidelines should be user centric oriented document to be applicable to data creators and owners who have to populate metadata. WP4 is a very strongly linked with WP5 on development of tools for metadata harvesting as well as establishment of discovery service for metadata dissemination.
