Abstract Evolution of INSPIRE – interoperability solutions for e-government
INSPIRE can be seen as one of the largest geospatial data harmonisation activities ever undertaken. The benefits of this investment are potentially far reaching, not only for the European environmental policy domain but also other sectors and other regions of the globe. This includes the better management of geospatial data, where the Directive already has a number of data themes beyond central environmental concerns in scope, such as transport infrastructures, hazards and public health. Moreover, lessons are being learned from the implementation of INSPIRE that other SDIs and broader e-government and interoperability activities can learn from, and vice versa.
As part of the Interoperability Solutions for European Public Administrations (ISA) programme, the JRC has been coordinating two key actions to support INSPIRE implementation and build bridges with broader e-government and policy concerns in Europe. This presentation will outline ISA’s key concepts of interoperability and reusability and how the European Union Location Framework (EULF) and A Reusable INSPIRE Reference Platform (ARE3NA) are helping to promote the development of INSPIRE and its use with this broader scope in mind.
It will highlight some selected areas that aid the technical evolution of INSPIRE, including the development of pilots based on INSPIRE through the EULF; the Re3gistry software that helps to manage and publish reference codes and a federation of registries; how INSPIRE data can be produced as linked data for reuse in e-government applications and related work on the management of persistent identifiers; and the creation of a ‘Re3ference platform’ as a one-stop-shop to support INSPIRE implementation, use and reuse.
