Biography
Head of City Data, City of Copenhagen, Technical and Environmental Administration. Responsible for Copenhagen Solution Lab and Smart City Coordination. Member of professional committee for Digitization in Association of Municipal Engineering and member of secretary committee for GeoDanmark. Winn Nielsen has worked continuously with ITC, digitization and public efficiency for more than 15 years and has experience from both public and private sector. Winn Nielsen holds a Master of Science (MSc) in Sociology and a Master in IT management and strategy.

Abstract
Open Data and e-government: an integrated approach to smart city - and a small business case


The City Data office of Copenhagen has a long experience with GIS, traditionally from being Cadastral authority, with the responsibility of providing the necessary and trustworthy data for the administration to function, and hence we see data and information as a benefit for both the administration as a whole and for citizens and business. When we started the Open data project we already had more than 600 datasets collected and in production, which we were able to show on an integrated map engine. The open data project brought new data types to life, and also deployed APIs so many GIS data became accessible as data. The next impact appeared when the work of a company CRS system was issued. It became clear that the APIs from the Open Data Portal meant a substantial cost saving, in trying to access data that we already have access to internally, but an access that could not be furthered to new systems without costs. The speech will include a description of how traditional GIS is connected to Open data and CRM, and the benefits of combining this setup with a unified map engine for both internal and external purposes. Concluding remarks will relate to the concept of smart city and how the current setup will support advancing both the e-government and the smart city agenda.
