Catriona Manville

Biography
Dr Catriona Manville is a Senior Analyst at RAND Europe, in the Innovation, Health and Science team. She was the first author on the 2014 study for the European Parliament ?Mapping the Smart Cities of the EU?. Across the sectors that she works, predominantly health and higher education, Catriona is interested in the implementation of research to address and improve societal challenges. In particular, she has been heavily involved in the evaluation of the inclusion of impact in the assessment of research excellence in the UK. In addition, Catriona is seconded part time to the UK Department of Health where she works on business intelligence around the funding landscape. Whilst at RAND Europe, Catriona has also undertaken research, policy analysis and evaluation studies for clients in a variety of sectors including the European Commission and Parliament, pharmaceutical industry, public private partnerships, higher education institutions, and public health.

Abstract
Components of 'Successful' Smart City


Many cities across Europe claim to be ‘smart’, but what does that mean? In 2013, RAND Europe, and other consortium partners, conducted a study for the European Parliament's Committee on Industry, Research and Energy to identify and evaluate current Smart City initiatives across the EU28, leading to a determination of the components of a ‘successful’ Smart City. They mapped the location of Smart Cities, identifying characteristics of Smart Cities, reviewed different types of initiatives, and exploring what are the components of a successful Smart City.
