Biography
Sebastian Goerke is OGC CITE Team Member (WMS and WFS Test Lead) and has an expertise in OGC Services and conformance testing, INSPIRE network services, and SDI solutions based on open-source software. His contributions as a OGC CITE Team Member is the maintenance of the ETS for WCS, WFS and WMS TEAM Engine. He participates in the MIWP-5 “Validation & conformity testing” sub-project. Since 2009 he works for lat/lon GmbH, Bonn as a consultant and is product owner for lat/lon’s integrated solution for XPlanung - the xPlanBox.

Abstract
INSPIRE Geoportal - Implementing INSPIRE Validation and Conformity Testing Tools with Open-Source Software

The INSPIRE Geoportal is designed to be the unique access point to global European environment geoinformation resources shared and made available by all member states within the framework of the "Infrastructure for Spatial Information in the European Community" (INSPIRE) Directive. The main objective of this project is to provide the operational version of the INSPIRE Geoportal at European level, including integration interfaces for discovery, view and download services from member state portals and thus to foster the harmonization of member states' national geoportals implementations through the adoption of open standards and open source products. Part of the Geoportal is a validator component which ensures that the data provided by the member states comply to the INSPIRE regulation and technical guidelines. This paper provides an overview how the Abstract Test Suites (ATS) defined by the MIG sub-group "Validation and conformity testing" have been transformed into Executable Test Suites (ETS) based on open-source software (OSS) using the OSGeo project deegree. That said, the EU INSPIRE Geoportal validator provides a fully transparent implementation of a consolidated set of test cases. Users are able to comprehend what the validation rules are about and what their implementation of INSPIRE components were checked for. Furthermore it gives an outlook how the INSPIRE community can get access to an implementation of ATS as part of the Geoportal and to share findings and lessons-learned within the Geoportal's community.
