Biography
I’m working at Czech Office for Surveying, Mapping and Cadastre in Section of cadastral central database. I'm head of technical working group for data, which was established by INSPIRE National Contact Point (CENIA) in the Czech Republic. I've took a part in the whole process of creating, testing and validating data, metadata and services of INSPIRE themes AD, AU and CP in Czech Office for Surveying, Mapping and Cadastre. I participated in the design, testing and validation of INSPIRE view and download services (for the themes CP, AU, AD) as specified by INSPIRE Technical guidelines and OGC standards. I’m registered expert in the group INSPIRE Maintenance and Implementation Framework.

Abstract
View and Download Services for the Theme Buildings in the Czech Republic

In the paper I want to introduce the implementation of view and download services which are provided free of charge to all users and no registration is required. I show the practical problems of the implementation, the expected large number of requests and our intention to use one data infrastructure for different providing of our data (the INSPIRE services above the harmonized data, the services above non-harmonized data for national purposes, etc.). Czech Office for Surveying, Mapping and Cadastre has operated view and download services for the themes Parcels (CP), Addresses (AD) and Administrative units (AU) in the Czech Republic for more than a two year. We have been providing harmonized data from the Czech Cadastre and the Register of Territorial Identification, Addresses and Real Estates through view (WMS 1.3.0) and download (WFS 2.0.0 and predefined GML 3.2.1 files) services. Data is updated on-line every 2 hours, data is free of charge and no registration is required. In this paper I present our experience with operating and using these services. The services are available on this page http://services.cuzk.cz/. I will describe the implementation next theme Buildings (BU) of the Annex III. We will use extended 2D schema of buildings, which we will have to create as national extension, because official INSPIRE XSD schemas doesn't exist. Starting services for this theme is planned for the May 2015. In the implementation we will use our rich experience in the development and annual operation other themes (CP, AD and AU). The source data is saved in the Register of Territorial Identification, Addresses and Real Estates (RTIARE).
In the next section I will emphasize the innovations in view and download services in years 2014. Some of the new features (e.g. Calling of WFS GetFeature by POST request) we have added in relation to the project European Location Framework (ELF, http://www.elfproject.eu/).
