Abstract
Creation of the Consensus Model for Spain of INSPIRE Buildings Data

During the year 2014 the buildings data producers of both cadastral and topographic, from different levels of administration: national, regional and local, have been working to reach a consensus on the Spanish data model of buildings for INSPIRE. The Directorate General of Cadastre has graphical information in 2D of constructions and transformable alphanumeric attributes to the attributes defined by the specifications of INSPIRE for the Buildings theme such as uses, temporary attributes, number of dwellings, height above and below ground etc. Additionally, producers of regional and local data have other topographic data such as building nature or other constructions that can complete the cadastral data.
In a first phase, starting from the schema BuildingExtended2D.xsd, with programming and editing tools we generate the GM files. Then we analyze the elements and their characteristics, studying how supplementing them with the alphanumeric data and graphics of the cadastral database- In the future the altimetric information of topographic data will be taken in account to generate LoD2 geometries using the cadastral reference of the parcel as a link between the two models. The end result will make it possible to automate processes in order to be able to generate data sets of INSPIRE buildings, generate the metadata and provide the INSPIRE services for viewing and downloading. Finally, we adapt the symbols defined in the portrayal of the specifications for its representation in the INSPIRE view service WMS, taking into account the overlap with other data sets.
