The Metadata Manager of the Azores, also known as GeMA, developed by the department of the Azorean Regional Government with authority on geographic information matter, is a multifunctional tool that allows the production and edition of metadata files. The idea of creating this application came after the publication of the Directive 2007/2/EC of the European Parliament and of the Council of 14 March 2007 establishing an Infrastructure for Spatial Information in the European Community (INSPIRE) and of the Commission Regulation (EC) No 1205/2008 of 3 December 2008 implementing Directive 2007/2/EC of the European Parliament and of the Council as regards metadata. Since then, several efforts were made in order to develop a metadata manager in accordance with the above legislation, as well with the Portuguese Metadata Profile. Also the Regional Legislative Decree No 42/2012/A, of 8 October establishing the Interactive Spatial Data Infrastructure of the Azores (IDEiA) determines the creation and maintenance of metadata as well the need to make them public. For this reason the Azorean Regional Government developed and integrated into the GeMA another functionality that allows its users to submit their metadata files directly to the Metadata System of the Azores. The production of metadata files for the spatial data sets and the spatial data set series in accordance to INSPIRE specifications it is also necessary to the spatial data services and to the correct behavior of the network services also provided by the Directive and currently under development and implementation by the Azorean Regional Government.
