Biography
Lars Storgaard is educated as chartered surveyor with SDI and environmental spatial data as specialization and has in the last five years been working with the implementation of the INSPIRE directive in the Danish Ministry of the Environment. This work includes project management for the realization of the directives requirements and coordination between the data providers in the four agencies and the responsible service provider for distributing spatial data sets. Lars Storgaard has several years of experience with implementing the INSPIRE directive as well as experience with general SDI including its role as foundation for eGovernment.

Abstract
One Ministry, Four Agencies, +1000 Data Sets


The Danish Ministry of the Environment is in charge of administrative tasks in the area of environmental protection and planning. The Ministry consists of four agencies: Environmental Protection Agency, Nature Agency, The Danish Coastal Authority and Danish Geodata Agency. The work of the agencies involves collecting and managing of data sets within the scope of INSPIRE. Environmental data is an important tool for decision making in the Ministry. Data is used in many processes; planning, case management, policy making, reporting obligations etc. The huge amount of data sets and digitization initiatives requires strong governance in charge of prioritization and coordination to secure reuse and effectiveness. A new unit across the Ministry is responsible for ensuring that the Ministry is working effectively and coherently with data and digitization. The unit is responsible for building up a common Enterprise Architecture including a reference architecture with main principles which has to be followed when data- or digitization's initiatives is launched. Such initiatives include building a SDI for environmental data with reliable and effectively distribution of data. One of the main challenges is that the infrastructure of the Danish environmental data is missing or at least is not working well. There is therefore a great need to define a common model for handling and consolidating data in the Ministry. Environmental data sets is not only in scope of INSPIRE but also in the Danish eGovernment Strategy. One of the strategy´s initiatives aims to make environmental data easy available through the Danish Environmental Portal. This portal is a common public distribution platform where environmental data are available through network services. The Environmental Portal distributes many of the Ministry´s data sets in scope of INSPIRE. This presentation will give a view into how a data provider as the Danish Ministry of the Environment is working to secure reuse and effectiveness by having strong governance structure, a well-defined and agreed Enterprise Architecture and SDI with connection to eGovernment initiatives.
