Biography
Dr. Eva Pauknerova has been working as a senior advisor and project manager at the Czech Office for Surveying, Mapping and Cadastre (CUZK) since 2010. She concerns with strategic planning and partakes in coordination of INSPIRE and SDI in context of e-Government (especially regarding Czech Base Register RUIAN and also as ISA-SIS WG member). She leads CUZK team at the European Location Framework (ELF) project. In the INSPIRE Preparatory Phase, Eva spent 5 years at the EC Joint Research Centre. She builds on rich experiences, e.g. advisor of Czech Prime Minister, director of Czech Association for Geo-Information, RS& GIS researcher.

Abstract
Converging Policies, Practices and Processes - from Local to European through Coordination


To build up and to maintain a national spatial data infrastructure (NSDI) means a complex, long-term process. To ensure its sustainable operation responding to both, users' needs (related to their practice) and new trends (as a consequence of national and European policies and legislation, or technology changes) represents a challenging, never-ending story. Coordination and change management are the key words. The presentation introduces briefly an overview of spatial data services provided by the Czech Office for Surveying, Mapping and Cadaster (CUZK) and their practical usage. Nevertheless, these achievements are put into a broader picture. The main focus is on coordination structure(s) and process arrangements which had been realized or have been in preparation. The SDI operated by CUZK includes the Base Register of Territorial Identification, Addresses and Real Estates - RUIAN, the Fundamental Base of Geographic Data of the Czech Republic - ZABAGED, the CUZK Geoportal (http://geoportal.cuzk.cz/ ) etc. It represents a functioning interconnection between the acquisition and maintenance of location related data at local and national levels and the provision of relevant interoperable services within and for the European framework (esp. INSPIRE, see http://inspire.ec.europa.eu/; http://geoportal.gov.cz, and the ELF, see http://www.elfproject.eu/ and as introduced via the INSPIRE-ELF workshop in Aalborg in 2014.) Lessons will be shared concerning various challenges which had to be overcome for ensuring convergence between Policies as regards e-Government, Open Data and Environment. Several forms and issues of cooperation will be debated - as concerns collaboration within Public Administration or cooperation between public and private stakeholders.
