Abstract
Modernisation of Spatial Data Infrastructure to Reduce the Risks and Impacts of Floods

Co-Author: Irena Aman, Secretary, Surveying and Mapping Authority of the Republic of Slovenia

Surveying and Mapping Authority (SMA) in co-operation with partners submitted a project from the program area "Environmental monitoring and integrated planning and control" financed by grant from EEA financial mechanism. The project "Modernization of spatial data infrastructure to reduce risks and impacts of floods" long-term goal is facilitating water management and reduce the risks and impacts of floods and at the same time increase the consistency of the data and their related services to the requirements of the INSPIRE directive. The objective will be achieved by establishing a vertical component Geodetic Reference System and the combined vertical / horizontal geodetic network, improving the quality of geodetic reference framework and ensuring its compliance with the requirements of the INSPIRE directive. The objective will be achieved by coordinating the topographical, especially hydrographic data to INSPIRE, by increasing the coverage of the country with these data and with the establishment of INSPIRE compliant network services for the spatial data. This will create a high quality and reliable data for flood risk assessment procedures and the need for spatial planning. The project "Modernisation of spatial data infrastructure to reduce the risks and impacts of floods" is divided into four sub-projects. In this article we will present Subproject called INSPIRE where some elements of national spatial data infrastructure will be established. The instructions for the interoperability and harmonization of spatial data sets and services to the requirements of INSPIRE will be made. The instructions for the preparation of metadata will be defined. The information system for managing metadata will be updated. The plan of building capacity and additional metadata descriptions will be made. Network services search, access, transfer and transformation of data will be set up. Spatial data in the distribution environment Surveying and Mapping Authority will be transformed into data schemes in line with the INSPIRE data specifications. Service metadata, and other network services comply with the INSPIRE implementing rules will be made. Services and metadata will be included in the Slovenian and European INSPIRE geo-portal.
