The OTALEX C project as 17 years of cross border cooperation in GIS, data harmonization and indicators. It has built the first cross border spatial data infrastructure between Spain and Portugal in 2007, as the main platform for the integration and use of cross border information and commitment of cooperation between these regions and its partners. It integrates territorial, environmental and socioeconomic indicators. But can this spatial data infrastructure effectively help the promoters and the regional and local authorities to monitoring the development of this territory? Can this help citizen and administrations into clime change adaptation and civil protection? It is presented the case study of the Territorial and Environmental Observatory of Alentejo, Extremadura and Centro regions in Portugal and Spain.
