Biography
Sampo Savolainen is the R&D Director of Spatineo inc. He has worked for both governmental institutes and private companies and he also has experience in research projects and open source software, including GeoServer. He is a cloud technology advocate and an expert in designing and building software applications for networked environments. Recent achievements include patent pending technology which he developed for Spatineo that allows the company to accurately and reliably monitor tens of thousands of spatial web services globally. Previous highlights include technical lead of the electronic agriculture subsidy application of Finland.

Abstract
European Service Availability Map

Service quality is essential for broadening the adoption and use of spatial data via online view and download services. The success of any software that access these services will be dependent on the quality the services it uses. As INSPIRE services are provided by a myriad of different organisations and service providers with different resources and technical capabilities, this inevitably raises a question with the developer whether they feel they can rely on the services or not. Availability of view and download services is a crucial factor in service quality: it measures how reliable a service is under normal conditions. If a service is not available, the service is of no use regardless how good quality data it serves when the service is functional. Therefore it can be argued that availability is the most important measure of service quality. It is however a non-trivial task to determine the availability of INSPIRE services. This presentation will be the official unveiling of a web application that visualises the availability of spatial web services in Europe. The European Service Availability Map showcases countries and organisations that provide reliable services and highlights areas that need attention. The availability data is collected by Spatineo Inc that specializes in quality of service and the improvement of European SDIs. This work provides additional perspective to the ongoing efforts to build the INSPIRE dashboard for tracking the advancement and utilization of INSPIRE.
