Abstract Survey of Final Users, Having Tested 3 Trial Datasets Implementing INSPIRE
IGN, the French National Mapping Agency, is mandated to produce large scale database of its territory. Recently, IGN drafted 3 datasets for 3 metropolitan departements (i.e. NUTS 3, among 101 occurrences) concerning the following themes: 1) Geographical names; 2) Administrative units; 3) Addresses. These trial datasets are “flat GML" files of IGN large scale data, structured in accordance to INSPIRE Data specifications models and requirements. The files are accompanied by a light documentation, adapted to the chosen theme and describing main INSPIRE concepts in native language for non or first - INSPIRE users. Preliminarily to a large dissemination of his production implementing INSPIRE standards, IGN wanted to test the reaction of his clients and users: the datasets were given early December 2014 and feedbacks collected six weeks later. The current presentation will detail the methods and the results of such investigation, carried out with a dozen of organizations (local, thematic or national) engaged in using environmental geographic data. The purpose of this survey is double: 1) For the final user of INSPIRE datasets: while testing its data integration capability in a new configuration, the organization ensures if they're ready to work with INSPIRE datasets in the given themes; 2) For the data producer (IGN): after having assessed its decisions in implementing INSPIRE standards, IGN can optimize the accompaniment of data dissemination (documentation, customized support) and is able to determine the best agenda and methods for INSPIRE data dissemination. At a larger level, the feedbacks of such study can be interesting for assessing the massive production of INSPIRE compliant datasets by a National mapping agency (“Does the result fit with the needs of final users?") and investigate with the capacity of several French organizations to exchange information within the INSPIRE framework. Since these results are unknown at the time we propose this abstract, we can only invite you to come and discover if the feedbacks we gathered are in line with your own views / experiences and to exchange with us about the best way to promote INSPIRE datasets.
