Abstract CartoCiudad: A National Road-Street Network Map Provided by INSPIRE Compliant Web Services

CartoCiudad is a seamless cartographic database all over Spain with the road network topologically structured; it also contains building numbers, blocks, kilometre points, toponyms, boundaries and postal and census information of each municipality. This database, built from data created and managed by public organizations, is the result of harmonization and integration of official digital cartography and geographic information produced by the main stakeholders of Geographical Information in Spain: 1) Cadastre: provides blocks, building numbers and street axis. - Statistical Office: supplies official street names and wards. 2) Post Office: provides post codes. 3) National Geographic Institute: provides the transport network from the Spanish 1:25.000 scale, boundaries and orthophotographies. Fulfilling SDI and INSPIRE Directive principles, CartoCiudad publishes its data through standard web services complying with the Open Geospatial Consortium (OGC) specifications: WMS for visualising, WFS for locating and downloading features (addresses, postcodes, census information, administrative units) and WPS for data geoprocessing (routing, reverse geocoding, influence areas definition, etc.). These services have been updated according to the latest standards versions so far (i.e. WPS v.0.4 was updated to WPS v.1.0 during the last year) and they can be used on www.cartociudad.es. This infrastructure allows users to generate cascading services so that developers can create new added value services. In 2014 the project infrastructure went one step further with the implementation of three INSPIRE compliant services providing CartoCiudad data: 1) CartoCiudad View Service implemented according to 1.1.1 and 1.3.0 versions of OGC WMS specification; 2) Web Download Services on Addresses and Transport Network themes according to 2.0.0 version of OGC WFS specification. New functionalities demanded by end-users have been carried out as well, like massive calculations of direct and reverse geocoding, and distances among points along the road network. They can be invoked using GET or POST requests and also through clients available on the geoportal www.cartociudad.es/portal.
