Biography
Heino Rudolf is senior consultant and responsible for the innovation management in M.O.S.S. Computer Grafik Systeme GmbH. He studied construction engineering with the specialization of urban planning. Heino Rudolf has been working in the company M.O.S.S. since 2004 in projects of environmental data managements. He is specialized in process analyzings, data modelling and management, design of planning systems. Currently Heino Rudolf is workpackage leader in research projects about smart city services, environmental data management and energy-efficient planning. Heino Rudolf worked as Editor in the INSPIRE-TWG EF.

Abstract
INSPIRE and Environmental Reporting - Practical Examples from Water Framework Directive (WFD)/Flood Risks Directive (FRD) and INSPIRE


Environmental data are usually subject-specific structured and incompatible for multidisciplinary applications. This presentation shows how a harmonized data set can be constructed and how these environmental data can be made available according to the INSPIRE definitions of Annex-topic Hydrography on the example of the implementation of the EC Water Framework Directive and the EC-Flood Risk Directive realised in practical projects. INSPIRE and environmental reporting - a critical view: 1) INSPIRE has thematically tailored data models. They are not in tune with the data structures of the environmental reporting sheets. 2) INSPIRE does not support the provision of data for environmental reporting. Environmental reporting - initial situation: 1) Data of WFD and FRD reports is currently managed in an unstructured and incompatible way. 2) Data is often collected from different administrative procedures and non-operable interfaces. 3) Data sets are often homogenized manually. Cross-border data flow has not been created so this activity has to be repeated periodically. The main target is to create and manage a harmonised data model for both categories of water management with focus on the following approaches: 1) A centralised Management of all data concerning water management; 2) Organization of water specific objects based on a common data model across themes; 3) Availability of a flexible, sustainable and extendable data structure. We created and provide a common and theme crossed data structure for all environmental reports, including INSPIRE. Obviously the availability of WFD/FRD data can be used for INSPIRE. The contents and the amount of the data for the WFD and FRD are quite bigger than the data specification of INSPIRE required. That's why we added some attributes for INSPIRE in our central data base and we created one data pool for all reporting, INSPIRE included.
