IGN's Head of Mission CNIG & INSPIRE French Mapping Agency France
Biography Pascal Lory is graduate engineer of the French State in the field of geographic data. He joined IGN, the French National Mapping Agency, in 1983. After beginning his career in topography, he quickly turned to marketing, business and public relations, and then communication. Since November 2013, Pascal Lory has become IGN’s Head of Mission in charge of the “French National Council for Geographic Information (CNIG) and INSPIRE”, a pivotal position since he is also a board member of AFIGEO and member of the executive committee of EUROGI. The mission’s purpose for Pascal Lory is to provide institutional support for the CNIG and INSPIRE in fields where establishing a dialogue and reaching a consensus is critical.
Abstract Event of Information and Exchanges, INSPIRE Day 2014: Conclusions and Perspectives regarding National Coordination
An event of information and exchanges "INSPIRE: assessment for a new run-up", was organized by the national council for the geographic information (CNIG), INSPIRE's coordinating structure in France. The objectives of this event were to assess the current deployment, but also to provide perspectives. Beyond the current situation, it was also a question of giving a new run-up by spreading best practice, by focusing on the success without masking the difficulties and by pursuing the accompaniment of the deployment of INSPIRE in France. The conclusions of this event, both in terms of substance and form, are the following ones: 1) The necessity of telling implementation tales, steadily, to show the way, to mobilize and demonstrate that each stake-holder at his level can contribute, is confirmed. 2) The creation of a space of meeting and exchange between users and service providers, and beyond, the opportunity to work together within workshops, were much appreciated. 3) The implementation and maintenance of an annual INSPIRE event, at a national level, between the local and the European level, is an essential stake in the INSPIRE national coordination. It leads in particular that the French European experts, and the national stakeholders dealing with the concrete implementation, approach one another. 4) To implement the processing of the data and thus the interoperability, the communities have to adopt an approach similar to that of the national prescriptions of dematerialization of the documents of town planning and go towards compatible INSPIRE national standards. 5) The necessity of creating a national consensus (by the publication of recommendations' guides) around regulations' interpretation and European technical guides concerning the network services is confirmed. The satisfaction survey, which followed the event (228 subscribers), found that the presentations and the workshops were considered satisfactory or very satisfactory by 87 to 98 % of the respondents. The program met the expectations at 94 %, and the CNIG should renew the event at least once a year for 91 % of the respondents.
