Abstract
Extending INSPIRE Code Lists and Application Schemas

Markus Seifert, Head, Secretariat for Spatial Data Infrastructure in Bavaria

In the final stage of INSPIRE implementation, data providers have to transform their existing data to comply with INSPIRE Data Specifications. These Data Specifications are designed to facilitate a minimum of pan-European interoperability. In many cases, the existing datasets will contain additional information not covered by the INSPIRE Data Specifications. Where this information is considered valuable for potential users of the transformed datasets, extension possibilities should be taken into account. Otherwise this information will be lost during the transformation process. INSPIRE foresees extension points for code lists with rules laid down in article 6 of the Interoperability Regulation and for application schemas with an example provided in annex F of the Generic Conceptual Model. The presentation will discuss e.g. the following issues: a) rules, which types of extensions shall be made available in national registries and which types in the INSPIRE registry; b) requirements for linking national and INSPIRE registries (federation of registers); c) multilinguality requirements for code lists; d) code list support in GIS clients. This will be illustrated using the extension of the Protected Sites schema for German monuments as an example.
