Martin Tuchyna
Geospatial Information Specialist Slovak Environment Agency Slovakia
Biography Martin Tuchyňa after graduating at the Technical University in Zvolen works for the Slovak Environment Agency in Banská Bystrica since 2000, dealing with geoinformatics and focusing on spatial data infrastructures & eGovenment aspects. From 2008 - 2012 he worked as detached national expert for Joint Research Centre of the European Commission in Ispra, participating on data specifications development for themes defined by the INSPIRE Directive. Currently he is also involved in the activities related to the utilization of the Open and Linked data to better exploit the potential linkages of geospatial data in the field of environmental protection with other domains.

In order to support registration, exchange and further re-use of harmonised spatial related items within the organisations under the Ministry of the environment of Slovak Republic (MoE SR), requirements for establishment of registers including their management via registry were recently identified. At the same time, INSPIRE requirements, including eGovernment as well as many other initiatives (e.g. Open Government partnership, including Open Data) are expecting availability of the clearly defined, persistent, unique and referenceable items. All these expectations bring significant demands on those supposed to expose their digital content (data) and functionality (services). For this reason Slovak environment agency recently initiated set of activities focused on identification of the possible approaches and re-usable relevant solutions. Despite the fact, data harmonization efforts within the Slovakian public sector environmental domain comes with some history as initial domain specific standard for exchange of spatial data was originally introduced in 2008, current data harmonization practice is still facing various challenges. Many data producers are still suffering with limited or none data structure (models) and quality aspects documentation. Other important aspects to consider are very limited data modeling expertise resources and governance model, difficult to implement and maintain. With these specific circumstances in mind set of steps took place in order to improve this situation and prepare the base for further activities. After initial step of UML re-modeling of above mentioned exchange standard, activities on deployment and adjustment of INSPIRE Re3gistry took place. Main reasons to select this solution were relevance to INSPIRE, further development support, human and machine readable interfaces as well as linked data support. With initial version of the SK Environmental SDI Registry following set of registers will be made available: UML, feature catalogue, codelist and base types, application schema and theme register). These registers will serve as base for update of processes related with the governance and maintenance of the Registry items as well as in activities related with extendibility of the models as well as linking spatial and non spatial items.
