Biography
Chi-Chao Chang is an executive-in-residence at AME Cloud Ventures. He is also a senior advisor at Quixey Inc, a global app search platform, and Alohar Mobile Inc, a provider of location technologies. Prior to this, he was President at xAd, Inc, a leader in mobile advertising, where he oversaw product and engineering as well as business and technology strategy. Chang came to xAd from Yahoo!, where he was GM and VP of global-search operations, and also held various leadership roles throughout his 12-year tenure, including overseeing the Search Advertising products and engineering division where he led the development of ad platforms. He holds a PhD in Computer Science from Cornell.

Abstract
Location-Based Targeting: The Next Disruption

For over 15 years, geo-targeting technology was simply the ability to deliver ads and content to zip codes, DMAs, states and districts, and points of interest. With the recent hyper growth of smartphone adoption equipped with GPS, the resolution of user locations has improved by 1000x fold, from kilometers to meters. Yet very little progress has been made in targeting technology. In this talk we will talk about how micro-fencing powered by GPS data, global location data, and machine learning enables high-fidelity geo-targeting.
