Biography
Mr. Somkid Sari earned Bachelor s degree in Laws from Ramkhamhaeng University and Masters degree in Public Administration Program from National Institute of Development Administration (NIDA). He has been working with the Department since 1st December 1978. He currently holds a position of the Advisor on Performance Efficiency for the Department of Lands, Ministry of Interior. He has 36 years experience in Thailand land administration. Beginning his work with the position of Land Technical Officer, after, the scope of his experiences has virtually spanned in all aspects of land administration including Chief of Registration Section, Chief of Branch Land Offices, Chief of Provincial Land Offices and Chief of Bangkok Metropolitan Land Office respectively. He has received the Royal Decoration of Knight Grand Cordon (Special Class) of the Most Noble Order of the Crown of Thailand.

Abstract


Land is man’s most valuable resource. Land is recognized as economic asset and social capital that are important basic rights for housing and the right to make a living that reflects the stability of the country. Land information systems are the intelligence networks by which land can be successfully administered. Department of Lands is the department under the Ministry of Interior and responsible for major aspect of land administration particularly registration of land rights, issuance of land documents and conducting cadastral mapping and land survey. Land registration system is critical for the country because land is a foundation of economic and social development. There are the registration of rights and juristic act in each year not less than 5 million cases. The Department also contributes to the increase of government revenue at average of 50,000-70,000 million Baht with 5-7 million cases per year. During the past decade, Department of Lands has to deal with the complexity of a large amount of transactions and land data. Thus, Department of Lands has introduced the computer system for accelerating processes of registration and also implemented one of significant project which is the National Land Information and Mapping Centre Project with the major objective to establishing land and map database of land ownership for supporting government agencies. In the future, the system can connect and exchange information between internal and external department at any time over the internet. Government will have a tool for country’s development and directions for economic competitiveness toward e-government. Eventually, Thai society will obtain complete information on land that required for easy use and timely and the need to maintain security and land rights of the people.
