Abstract
The Implementation of a GIS system for Port Management: the experience in the Port of Lisbon

The Port of Lisbon is situated in the richest area in Portugal, being a major European seaport with an Atlantic orientation that is positioned at the crossroads of the major shipping routes, in an urban environment, covering territory from 11 municipalities in a total extension of 42 km, and sheltering a different set of activities from the port activities themselves to the tourist activities. In a context that presents important challenges in which the location component plays an important role, the Port of Lisbon Authority (APL), in cooperation with Intergraph, decided to implement a Pilot Project, in an area representative of the reality of the Port, in terms of uses and occupations and needs for data capture and update. The idea was to organize the existing information for that area and turn it available to the internal services, in a fast and easy way, using a WebGIS solution, in a way to identify the suitability and feasibility of the system as a corporative tool to support the daily operations, promote the efficiency of the services and contribute to making better decisions in a faster way. The success of the system was evaluated through the efficiency in answering the main questions that the users would ask the system, like if some area is or is not under the APL jurisdiction, the previous, current and future projects linked with a specific area or building or the identification of available spaces, for certain uses, alongside with promoting the use of geographical information inside the institution. The purpose of the presentation is to share the results of the Pilot Project, in terms of the suitability of the solution to the initial goals and the strategies to involve the different stakeholders and sponsors of the projects, but mainly to present the way how the transition to the final solution was made, revealing the main adjustments that had to be done. The strategies for the future will also be discussed, in terms of new contents to be added and new functionalities and additional extensions desired for the system.
