Biography
Eduardo Medeiros is a Geography Professor and a Senior Researcher in the Centre of Geographical Studies – Institute of Geography and Spatial Planning – Lisbon University, where he leads the Line of Research: Territorial Cohesion and Territorial Cooperation, in the Territorial Strategies and Policies Research Cluster (NEST). He has a PhD in Geography (Regional and Urban Planning), and has published several articles, reports, and books, mainly related to: (i) the evaluation of the EU Cohesion Policy and its impacts on Territorial Cohesion and Territorial Development; (ii) the evaluation of the impacts of Territorial Cooperation (cross-border) programmes in the EU. He is a DGRegio expert in several issues, and a member of the Regional Studies Association, The RSA Research Network on EU Cohesion Policy, the APG (Association of Portuguese Geographers), and the National Commission of Geography.

Abstract
Cross-Border Spatial Data as a key component of Cross-Border Planning


Cross-Border Planning (CBP) can be defined as ?a systematic preparation andimplementation of a spatial-oriented policy or plan, in a border region, with a view toanticipate spatial changes, and in order to have direct or indirect positive effects on spatialactivities, with the ultimate goal of reducing the barrier effect and enhancing territorial capital?(Medeiros, 2014). Under this view, the production and use of Cross-Border Spatial Data is fundamental to better understand the territorial development situation and trends of the analysed border region. In the end, cross-border spatial data should be used to both identify the existing barriers to the cross-border cooperation process, and to point out potential areas of collaboration between both sides of the border. Moreover, this data should be a vital tool to policy making, in order to make the most of the territorial capital of the border region.
