Biography
Christian Ansorge studied Surveying in Germany and GIS in Austria. Before he changed to the field of environment he applied his knowledge and skills in the field of archaeology. From 2008 till 2013 Christian was working for the Austrian Environment Agency. During his time there he was mainly dealing with issues related to GIS as well as SDI. Since 2014 he is working as project manager for INSPIRE implementation for the European Environment Agency in Copenhagen, Denmark. Christian is intensively involved in the topics of SDI and INSPIRE since 2008.

Abstract
Corine Land Cover on the way towards INSPIRE

Corine Land Cover (CLC) is an initiative of the European Commission aiming to standardise the collection and representation of land cover data in Europe to support environmental policies. Three CLC datasets have been published yet – 1990, 2000 and 2006 – while the 2012 version of CLC is under development. Despite its resolution CLC as pan-European dataset plays an important role in indicator development, environmental modelling and land change analysis. The European Environment Agency (EEA) is in its role responsible for the coordination of the data collection, quality control as well as for data provision. [1] The EEA as body of the European Union is supporting the INSPIRE development and implementation on different levels, what includes among others the provision of interoperable data. After the Common Database on Designated Areas (CDDA) the CLC shall become the second pan-European dataset which shall be provided conformant with INSPIRE. In the context of CLC not only the European but also the earlier mentioned temporal scale of the datasets presents a challenge. The current paper aims at discussing the different aspects, challenges, lessons learned as well as interim results of this ongoing exercise. As a first step in the process towards the INSPIRE conformant and service based provision of CLC data by EEA is the development of mapping rules towards INSPIRE Data Specification on Land Cover. It is planned to consult CLC stakeholders in this process to increase the acceptance and to evaluate if an extension of the data model is. As CLC data is used widely across different applications and workflows it is of crucial importance that an INSPIRE conformant data set supports all requirements of the existing use cases. A further point to discuss is among other the different dissemination and exchange formats, considering the potentially large volume of the data set and its expected applications.
