Biography
Juan Luis is Project Manager at GeoWeb area of Tracasa. Trained as Computer Engineer (Universidad del País Vasco), he is also PMP and Scrum Master Certified. He has over 18 years of experience, since 2002 exclusively in GIS Technologies. Nowadays he is Project Manager and Technology Consultant in local and international projects. Expert in Web Geoportal projects (Spatial Data Infrastructures) in compliance with INSPIRE and OGC Standards. He is also involved into the Technical Implementation of INSPIRE at Regional and National Level, and member of ‘Arquitectura, Normas y Servicios en Red’ Technical Working Group within the Spanish National SDI.

Abstract
Activations Web Manager for G-NEXT Copernicus Security Project

GNEXT project aims to contribute to the transition of the Copernicus services for Security applications from preoperational to operational mode. In particular, it will supply information and intelligence data in support of the European External Action Service, including mapping and geoinformation products ready for deployment in emergency and crisis situations, and will provide a set of services suitable to be effective and reliable integrated in the users working environment. The project will further enhance the geospatial crisis management services by addressing the gap between research-based and operational services in the programmatic context of Copernicus services for Security applications. Goals: 1) Demonstrate the benefits of integrating Earth Observation products with in situ data and intelligence in response to the needs identified by Security stakeholders; 2) Collect user feedback, in relation to the future operational phase; 3) Ensure the continuity of the work performed in GMES projects; 4) Implement synergies with Copernicus initiatives; 5) Perform a cost-benefit analysis of the future services; 6) Address the potential service evolution. Actors are stakeholders involved in missions and operations in support of EU External Action, such as national or international institutions, like Defence Ministries or UN bodies. GNEXT project addresses the following services: 1) Road Network Status and Conflict Damage Assessment 2) Critical Infrastructure and Camp Monitoring Analysis 3) Crisis Situation, Border and Reference Maps
Support to Evacuation Plan 4) Activity Report. The role of Tracasa consists in the design and implementation of a Workflow management Web application that includes the mapping tools and services and will support the activities of the service coordinator (European Satellite Center): 1) Service Request: Online WebForm that user will fill-in to request an activation. Among others features it will offer a tool to help the user to draw the Area Of Interest on a map and/or uploading shapefiles/KML/GPX files. 2) Product Design: Follow up page. Starting from a map representing the areas where activations occurred the user should be able to click on the icons and retrieve the workflow information related to that activation. 3) Workflow management panel: Coordinator and service provider insert the information related to each activation. 4) User feedback.
