Abstract
Implementing INSPIRE Utility Networks in the Netherlands


The Dutch Cadaster, Land Registry and Mapping Agency provides the service KLIC Online since 2010. The aim is to prevent damage of underground networks within the Netherlands due to mechanical excavations by exchanging information of cables and pipes at the specified excavation location. This service is regulated by law and it requires all operators of underground networks to make their network information available in raster format (PNG) for specified excavation locations to the KLIC-online portal. The portal collects the network information and delivers it bundled to the authenticated applicant using a download service. KLIC-online is a paid service for €21,50 per request. The Dutch industry has called for modernizing the portal KLIC-online. The intention is that network operators make their network information available in vector format for authenticated applicants using web services. It is also the intention to meet the INSPIRE guidelines using that modernized system. The Dutch network operators that synchronize their dataset with the data warehouse of the Kadaster will meet their INSPIRE obligation for the theme Utility Networks (Annex III theme 6a). This synchronization is on a voluntary basis; network operators can choose otherwise. They can make their network information available only on request for specified locations. Doing so they cannot join the node-model for INSPIRE Utility Networks. Provided that such an network operator is INSPIRE complicit (telecom is excluded) it will have to set up its own INSPIRE web services. The Dutch law is to be adapted to the new system. In anticipation the Ministry of Economic Affairs requested the Kadaster to build the new system named KLIC-WIN and to provide the new service. The presentation will address the design of the new system and the conceptual architecture. Also the implementation of AAA (authentication, authorization and accounting) in the new system KLIC WIN and the planning of the program will be discussed. The key business questions will be addressed, e.g. how to exchange the connection sketches and the demands on information security.
