Biography Oscar is a licensed land surveyor and certified in Information Technology (IT) management and as a GIS professional. He is trained and has worked as a database administrator and software developer. His surveying experience includes ten years of land development in the private sector and over twentyyears route surveying and data management with Caltrans. He has been licensed since as a Professional Land Surveyor since 1994.
He started his GIS career in the late 80’s integrating Computer Aided Design and Drafting (CADD) software and geospatialdatabasesto support strategic planning and transportation policy. He continued to develop his technical skills managing spatial data using CADD and GIS by developing custom geospatial solutions. In 1997, he was the driving force in establishing a GIS program in the Caltrans district office in Los Angeles, where he led the branch until 2002. He then assumed the duties of the statewide GIS program manager and chief of the Office of GIS in Sacramento, California until 2009. From 2009 to 2012 he served on a committee of the National Cooperative Highway Research Program that undertooka value analysis of geospatial technology implementationsin state departments of transportation and the Federal Highway Administration.
Oscar served as an executive board member of the California Geographic Information Association (CGIA). He served as the president of the Sacramento chapter of the California Land Surveyors Association (CLSA). He represented the Secretary of Business, Transportation and Housing Agency on the California GIS Council and represented the State of California at GIS-T (Transportation) Symposium, sponsored by the American Association of State Highway and Transportation Officials (AASHTO). He has served and chaired a variety state and national committees and subcommittees, and boards governing geospatial and information technology and data. He has consulted and advised in the use and implementation of Geospatial Technology throughout Europe and Asia.
Abstract Geospatial Enterprise Architecture
According to American Association of State Highway Transportation Officials (AASHTO) GIS Task Force, 40% State Departments of Transportation (DOT) have implemented a Geospatial Information Systems (GIS) as part of their overall Information Technology (IT) program. An additional 40% of DOT's have dedicated IT staff to support the GIS programs and actively participate in Enterprise Architecture. GIS is a transformational technology that empowers organizations to meet the business needs of their customers but few IT operations understand the technology and still less incorporate GIS as a foundational component of their Enterprise Architecture program. This study examines the evolution of the IT role from the historical uses of GIS in a Client-Server model to adoption of geospatial technology as the foundation technology for system and data integration in an IT services based organization. We will examine a government agency case study in the transportation industry and how GIS was first considered in the Caltrans implementation of the California Enterprise Architecture Framework (CEAF) as part of the Data Domain and its evolution into a foundational technology in the Technology Domain. The presentation will address questions such as "When is GIS IT?" and "When is GIS the domain of geographers, surveyors, engineers and other GIS practitioners?", "How is GIS different than other information technologies?", "What are the risks to IT?", "How do we get started with GIS?", and "How do we know if GIS/EA is working?".
