Moderator Rear Admiral Carlos Rodolfo (Ret.)

Biography Rear Admiral Carlos Rodolfo was born in Lisbon. He graduated from the Portuguese Naval Academy in 1966, following a specialization in electronic, in 1967.
His further academic education includes the “Master of Science” and the “Engineer” degrees in Electrical Engineering, obtained in 1974, at the US Naval Postgraduate School, Monterey – California.
As a Lieutenant, he served in a number of operational assignments aboard Portuguese ships and he was also the Head of the Service in charge of all the Electronics on board.
In 1975 he was appointed professor of Electronics at the Portuguese Naval Academy and, in 1985, he become the Head of the Weapons and Electronics Department.
In 1989 he was promoted to captain and he was appointed Head of the Combat and Information Systems Department of the Portuguese Navy Study and Project Cabinet.
Between 1995 and 1998, he served in the Portuguese Defense General Staff as Head of the Communications and Information Systems (CIS) Department. In this capacity he co-ordinated a broad range of issues and programs associated with Command, Control and Communications (C3)
He was the Portuguese Representative on a number of major NATO Committees, including: the NATO Naval Armaments Group (NNAG), 1989-1994; the NATO Seasparrow Missile System Steering Committee (NSMS-SC), 1989-1994; the NATO Consultation, Command and Control (NC3), 1996-1998; the NATO Scientific Committee of National Representatives (SCNR) and the Scientific Advisory Forum of the NC3 Agency, 1994-1998.
During 1998-1999 he accomplished with success the Portuguese Senior Naval War Course and after he attended the National Defense Course at the National Defense Institute (IDN), in Lisbon.
From September 2000 till June 2003, he was appointed as Defense and Naval Attaché in Washington, D.C., Defense Attaché in Ottawa, Canada, and National Liaison Representative to SACLANT, in Norfolk.
He was promoted to Rear Admiral on May 31st 2001 and he retired on June 1st 2003.
Rear Admiral Carlos R. Rodolfo has been awarded several military commendations and decorations, of which the outstanding are: Three Distinguished Services Medals, the Gold Medal for Exemplary Behavior, the Medal for Special Armed Forces Services and the U.S.A. Legion of Merit.
On September 6th, 2004, he becomes AFCEA Portugal Chapter President, a post he held for 10 years. In October 1st , 2014, he assumed the position of chairman of the General Assembly of this Chapter.
Since 2008, he is member of the AFCEA Board of Directors, and on October 2012 he was appointed Regional Vice President (RVP) of AFCEA International´s Atlantic Region.
