INSPIRE – From compliance to maximizing use in an open innovation ecosystem

WORKSHOP DESCRIPTION

The workshop will demonstrate how the ArcGIS platform is expanding the capabilities beyond pure INSPIRE compliance in order to maximize the use of the information provided by leveraging on premise, cloud and hybrid systems for the benefit of our user community. The customer case studies shown will reflect our experience gained over the years with INSPIRE implementation projects across Europe. They will illustrate how selected INSPIRE compliant Annex I, II & III data sets are not just being served out in an INSPIRE compliant form but have been embedded into useful information products that can be easily consumed using a variety of apps.

However, such information products are not only important for INSPIRE but are essential for all efforts requiring a broad cooperative and collaborative approach. This includes key areas faced by national governments such as national security, economic development, and environmental management.

While the challenges within these areas are distinct, addressing them requires:

  • A common set of foundational datasets of known quality, with national coverage.
  • A mechanism for discovering, accessing, and using these foundational datasets.
  • A framework for collaboration that empowers stakeholders to use the foundational datasets to address the challenges in their area of interest.

There is widespread recognition that the foundational datasets are maintained by multiple organizations and that addressing the national challenges will involve multiple stakeholders as well. An individual organization will develop some, but not all, of the nation’s foundational data. In addition, there may be external sources that provide some of the content. Therefore, data management is distributed among many users.

Because users are hungry for high quality information, there is a fundamental need for data providers to share their data. Vast resources of information are available today, but the task of finding exactly what you need and knowing the quality and currency of the information can be daunting.

The bottom line is that users need a mechanism to efficiently create, share, catalog, discover, and use information and to apply this information in mission-critical applications.
