Abstract
The Production of Global Geospatial Reference Information (GRI) from the Countries perspective. Case of Spain (European Union Member).


The GRI is the skeleton the all Geospatial Information, is also one of the most important criteria in order to obtain consistency between the rest of Geospatial Information (GI). In this moment the technology facilitates the production at very high resolution level (accuracy) meaning that practically all the human activities and topics are possible to be geo referenced, increasing all their added value and decision making. The production and continuous maintenance of this skeleton (GRI) is very expensive, but today is possible produce from the Countries, only once at National level and after to generalized, at Regional and Global (Bottom Up approach). The important of this new Production System from this perspective will be, the reliable information, the cost reduction, consistency (same information for everyone and same level of decision at all level) and production by automatically methods. Spain, has changed their production system from 2004 in order to satisfy the real needs at National, European and Global level with these characteristic, in this presentation we will present the most important topics that we have carried out divided in two steps, the Land Observation Program (raster program) and the National Geospatial Reference Information extraction (vector data base). Regarding this new production system, Spain obtained one important UN award last year of 2013 as on of the most important Public Service in a world.
