BiographyDr. Tomaz Sturm is an undersecretary in the Telecommunications Department at Agency for communication networks and services of the Republic of Slovenia. He is the GIS expert and takes care of spatial data, analyses and geoportal. Before starting to work at AKOS, Tomaz worked at Slovenia Forest Service for almost 20 years as the GIS analyst and developer of mapping applications. His doctoral thesis was on forest fire occurrence prediction in space and time.AbstractBroadband mapping in SloveniaAgency for Communication Networks and Services of the Republic of Slovenia (AKOS) is the national regulator and one of its missions is to promote competition, to ensure equal conditions for the operation of electronic communication network operators and service providers. AKOS established an open source mapping system for effective supervision of electronic communications and services. Database consists of spatially oriented data and attribute data collected from owners of electronic communications infrastructure and different public institutions e.g. The surveying and mapping authority of the RS, Ministry of the interior and Statistical office of the RS. Combining these data with data made in AKOS (broadband and mobile coverages, joint constructions) gives AKOS complete overview of the networks availability and population homes coverages by various broadband and mobile networks. Database is being updated at least two times per year with newer data, so we can monitor development of broadband services by periods and by owners of communications infrastructure. AKOS launched an open geoportal (gis.akos-rs.si) to enable public access to these data for interested stakeholders in 2019. Main purpose of AKOS geoportal is to reduce costs of building superfast networks VHCN , encourage co-usage and joint construction.
