European Union Location Framework – “Have your Say”

WORKSHOP DESCRIPTION INCLUDING LEARNING OBJECTIVES
INSPIRE provides an infrastructure for spatial information in Europe for EU environmental policy but, as a multi-purpose infrastructure, INSPIRE has much to offer other domains as well. There are many EU policy priorities and actions where a coordinated approach in the use of location information is essential and many key services where “location-enabled” e-government can deliver benefits for citizens and businesses. The European Union Location Framework (EULF) is doing the ground work to progress these opportunities. This workshop will enable you to learn about what is being done and tell us what you think.
The EULF is a framework of recommendations, guidance and coordinated actions to improve the way location information is used in all public services across Europe, targeting benefits for businesses, citizens and government in key areas of EU activity, such as Transport and Energy policy, and the Digital Single Market. An initial EULF project, led by the European Commission Joint Research Centre, forms part of the Interoperability Solutions for Public Administrations (ISA) Programme , run by DG Informatics (DIGIT).
The EULF project is developing and evaluating the 'EULF concept' and refining it through a series of pilots and use cases. The project has carried out a ‘state-of-play’ survey on location-enabling e-government and used this in preparing an EULF Strategic Vision, with focus areas on 'policy and strategy alignment', 'e government integration', 'standardisation and interoperability', 'return on investment' and 'effective governance and partnerships'. An initial EULF Blueprint ‘package’ has been developed, with recommendations and actions in the different focus areas and detailed guidance on ‘Public Procurement of Geospatial Technologies’ and ‘Architecture and Standards for SDI and e Government’.
The project is using different pilot studies to help validate and enhance the framework. Studies are underway regarding the exchange of road data between public authorities and map providers, supporting the implementation of the Intelligent Transport Systems (ITS) Directive, data integration to support the Energy Performance of Buildings Directive (EPBD), the Energy Efficiency Directive (EED) and the Covenant of Mayors sustainability initiative, and e reporting requirements for the Marine Strategy Framework Directive (MSFD).
This workshop will summarise the main elements of the EULF Vision and Blueprint, show how the different pilot studies are contributing to the evolution of the framework and delivering real benefits, and explain the role of the EULF in supporting the Commission’s Digital Single Market goals. The messages will be relevant to both European and international audiences.
The workshop will give participants the opportunity to question and validate the recommendations in the framework and to provide inputs that will help shape future priorities and actions for the EULF. Participants will be asked to explore the possibilities for applying the EULF in their countries or in particular domains and to consider how they may benefit from the pilots or contribute to the EULF from their experiences and help others. Possibilities for further use cases and pilot studies will also be assessed. There will be a specific focus on ideas to support growth through the development of the Digital Single Market.
Learning objectives include:
- Showing how INSPIRE can be used in delivering effective e-government across sectors and borders
- Showing where 'location' fits in wider EU thinking on e-government interoperability
- Understanding the state of play in MS in location enabling their e government services, together with some of the good practices
- Understanding the current status of the recommendations and guidelines within the EULF
- Participating in shaping the approach and toolkit for future location-enabled policies and services
- Identifying actions to remove barriers and promote innovation and growth for the private sector
- Exchanging ideas on the pilot lessons and between developers generally building INSPIRE applications in all sectors

WORKSHOP REQUIREMENTS
Instructions for participants: In advance of the workshop, attendees will be asked to read a short brochure describing the EULF and a summary of the EULF Blueprint recommendations. Otherwise, no formal preparation is needed as there will be a number of presentations during the workshop. Attendees may find it useful to do some further reading about the EULF on the ISA website .

40 mins | Facilitated group discussions Participants will be divided into two groups. There will be 30 minutes facilitated discussion followed by 2 x 5 minutes feedback. Group 1: General Framework What are the biggest challenges in your country in location enabling e-government and how should they be addressed? What role do you see for the EULF? How can the EULF Blueprint be made as useful as possible? What other actions should the EULF take? Are there any specific initiatives in your country that the EULF may reference as a best practice or may help in moving forward? How should government work with businesses to facilitate ‘location-enabled’ growth? What can the EULF project do to support this activity? How can we measure the benefits? Group 2: Use Cases How do you see the pilots being used within your country? Which aspects are most relevant? What are the challenges? What lessons might be valuable for other sectors and communities? Which other priorities application areas might be tackled in a similar way? Which existing experience within your country might be a relevant and valuable use case to be applied more widely through contributing to the EULF? What does the Digital Single Market mean to you? Are there particular sectors where the EULF should focus to support the goals of the Digital Single market? What can the EULF do in these sectors?
