Open Geospending: Monetising Geospatial Value via Opening up and Mapping of the Spending of Public Funds

The financial crisis also puts public spending under scrutiny whilst expectancies about governments rise: more has to be achieved with less. Auditors have a role in safeguarding public spending. By tradition we do this via ex-post audits in which we look at the regularity, efficiency and effectiveness of government. But also our role has to change. We have to optimize our added value for the people we serve. We believe that supporting stronger decision making is the way to follow. We should assist our governments in designing an information structure that enables governments to optimise the Return on Public Investments / to realise value for money. This information structure should be designed with people and nature in mind, the intended beneficiaries of public funds. The information structure should enhance transparency and accountability on what government spends where with which results. It should integrate relevant data sets from a variety of sources including the crowd to facilitate a common operational picture. This common operational picture should be opened up, in order to let beneficiaries verify it and enhance it with their own observations and perceptions. The information structure as described should open up and map the spending of public funds: it can be summarised as an open geospending framework.
This framework should:
Standardize and integrate data sets for all responsible parties to share and communicate activities and the results
Generate a common operational picture with the integrated data sets and exploiting this information to steer activities
Build a community identity via a dynamic visualization of the current state of activities helps to identify strengths and weaknesses, and correlating them with spending
