Dr. C R. Bannur Senior Divisional Director of Homeland Security

BiographyDr. Bannur has more than 26 years of diversified experience in enterprise Geo - IT solutions for Infrastructure management including 15 years of experience in development and commissioning Defense and Security solutions. He is a Ph.D. in GIS and Remote Sensing with vast expertise in Geo-Statistics / data analytics and Product Management. He was instrumental in productisation and implementation of Command and Control Systems and GIS based Computer Aided Dispatch / Emergency Response systems in different parts of the country.
He was a Fellow of KSCST, Indian Institute of Science, Bangalore and had started his carrier as a Scientist at R&D institutions such as Karnataka State Remote Sensing Center, initiated by the Dept. of Space, Govt of India, and Karnataka State Council for Science and Technology, Indian Institute of Science, Bangalore. He was also the member of several national level committees including National GIS Core Group, established by the Planning Commission, Govt. of India.
In the past, he has also worked as consultant for “Spatial Data Infrastructure” initiatives in the Middle East, Environmental Impact Assessment and carrying capacity studies for Coastal Karnataka, Principal Investigator for national level GIS programs such as NRDMS, initiated by Dept. of Science and Technology, Govt. of India and Team lead and consultant for many World Bank projects.Abstract ‘Safe City & Crime Analytics for Smart Cities’The safecity solutions have been implemented across the word to address the safecity and security requirements of citizens both at local and regional levels. This paper will explore the guidelines for safecity in the Indian context, range of issues experienced during implementations and integrated solutions for smart and safecity. This includes the role of Command and Control System, Emergency Response Systems and mobile solutions, Crime Analytics, integration with Enterprise wide IT infrastructure and its effectiveness in Smart and Safecity domain.
Command Control Systems, emergency systems and Mobile solutions are indigenously developed, sophisticated technologies which provide better response both at strategic and tactical levels. Crime analytics integrated with these systems and Enterprise wide solution with data fusion and advanced search capabilities gives security agencies the ability to perform time series analysis of the crime and related incidences, detect patterns and deviations if any from the data that would have been difficult to detect for actionable intelligence.
Mobile solutions enables both police agencies and citizens to stay connected with police control rooms and access the analyzed information from Police control rooms / Smart and Safecity fusion centers. Since majority of the mobile devices are now connected through GPRS / internet connectivity both the field response teams from the incident place as well as citizens are now able to share real-time situation to the police control rooms.
The presentation will conclude by highlighting an Enterprise wide solution for security process, automation through Standard Operating procedures, fastest way to create actionable intelligence by means of Standard hidden information from disparate databases across the organization and thus enabling effective crisis management through preventative measures as well as to provide better and effective response capabilities.
