Biography
Kuo-Yu slayer Chuang is the co-founder and CEO of GeoThings, a technical social enterprise that focus on disaster information coordination with ICT. He is interested in Location-Based Services (LBS), Crowdsourcing, VGI, and also works a lot with NGO/NPO. He is the chair of OGC Open GeoSMS SWG, the vice chair of OGC SensorThings SWG, and the charter member of OGC KML 2.3. He is also the delegate of OGC, as the editor in ITU-T SG11 for Q.3615 (Q.ProGeoSMS), which has been consented as ITU recommendation in 2015. He is also one of the trusted developers of Ushahidi and got involved a lot in VGI and Open Data communities.

Open Standards, VGI, and ICT for Resilience and Sustainability Building


How open standards can interact with the crowdsourced information, especially VGI, for building the capacity of urban resilience and sustainability? We would like to introduce some practices that leveraging open standards and ICT tools for the capacity building of resilience to disaster response.
