BiographyProf. Konecny is the Professor of Cartography and Geoinformatics of the Masaryk University, Brno, Czech Republic. He was/is a Guest Professor of The Chinese University in Hong Kong, The Henan University, Kaifeng, and the Shenzhen University, China, the Vienna University, Austria, the D. Serikbayev East Kazakhstan State Technical University in Ust Kamenogorsk, Kazachstan, and Constantine the Philosopher University of Nitra, Slovakia. Prof. Konecny took the leadership in many international professional bodies, during 2003-7 was President of International Cartographic Association (ICA), and now serves as chairman of ICA Commission on Cartography on Early Warning and Crises Management, the Acting President and the Vice-President of International Society for Digital Earth (ISDE) and Academician and Vice-President of International Eurasian Academy of Science. He is a co-author (with K. Rais) of first GIS book in Europe (1985). He leaded or co-leaded many domestic and international research projects, which are oriented, in last 5 years, for EW and Crises Management challenges and, as well as, geoinfostrategies agenda in Big Data era. Abstract Tne Strategic Challenges of Early Warning and Crises Management in the Advent of Big Data Era: Geoinformatics and Cartographic AmbitiousThe paper deals with topics connected with U.N. Disaster Risk Reduction conference in Sendai, Japan, in 2015. The ICA CCEW&CM deals and develop ideas of supportive role of cartography and geoinformatics in all stages of DRR with enhancement of integrative approaches. Various maps are important for visualization of the research models of risks and disasters and their combinations, in operative and management acts to solve problems and as well as in communication with people.
The Big Data advent era comes with requests to deal with complicated issues with help of big amounts of data and information, its transformation into Smart Big Data and their interpretation and visualization and targeted delivering of visualized knowledge to certain groups of customers. New approaches are enriched by VGI (volunteer geographic information) and interpretation of new information coming from social networks. Also new technological environments with deeper inclusion of people are developed (VGE-virtual geographic environments).
All mentioned approaches will be effective and successful only as a part of new quality integrative complex approaches; geoinformatics and cartography should be part of the process and btw mediate just necessary smart data for solution of certain problems, creation the real-times models of disaster situations and serve to specific groups of inhabitants (children and seniors). Some of approaches developed as a part of EW and CM will be discussed in the paper.
